live up to this obligation." That according to Leo Szilard, the Manhattan
Project physicist commenting on the United States and its decision in August of
1945 to obliterate non-military targets Hiroshima (70,000 dead instantly with
210,000 total deaths) and Nagasaki (40,000 dead instantly with 200,000 total
deaths) in Japan. When the United States of America takes its place in the
graveyard of empires, its tombstone will display Szilard's words alongside the
inscription, "Born in violence, practiced violence and came to a violent end."
Americans fancy their society as a peaceful, freedom loving enterprise when the
reality is that Americans are brutally competitive and adversarial in every
aspect of their lives. And they are warlike to the core. Is it any wonder that
in America, the easiest act for the US government to carry out is war?

As Americans prepare to celebrate their Independence Day this July 4, 2003,

The postwar hegemony of the US was based upon the superiority of its
production methods, its finances and dominant currency, and, lastly, its
military power. The erosion of America’s advantages in production led to the
demise of the Bretton Woods system. Thereafter, the US sought to maintain its
position through financial means. But this too is coming to an end. After
all, history has never seen a situation where the global hegemon is the most
indebted nation in the world, dependent on increasing inflows of foreign
capital. Herein lies the resort to militarism.

This poses the most important questions of perspective. Can the use of
military force somehow overcome the contradictions of world capitalism and
establish a new Pax Americana, or will the attempt to do so produce explosive
economic and political eruptions? Clearly, the latter is the case. It for
this situation that we must now prepare.

unemployment line from Wall Street to the Madison Square Garden convention
site to highlight the jobs lost under Bush as protests continued on the third
day of the convention.

The war in Iraq: civilian casualties, political responsibilities

The present conflict in Iraq signals a contrast of paradoxical proportions. The
Iraqi people, their interim government, and their largely US and British
occupiers are preparing for landmark elections early in the new year. Yet a
ruthlessly violent insurgency is successfully destabilising these arrangements,
murdering foreign civilians and Iraqi law enforcement officers in the most
brutal ways imaginable, and exploiting the world's media in doing so. Amid this
deep national uncertainty, it is hard to judge what is happening among Iraqis
themselves. This week The Lancet publishes the first scientific study of the
effects of this war on Iraqi civilians.
In a unique US-Iraqi collaboration, Les Roberts and his colleagues report
substantially more deaths in Iraq since the war began than during the period
immediately before the conflict. Much of this increased mortality is a
consequence of the prevailing climate of violence in the country, and many of
the civilian casualties that are described were attributed to the actions of
coalition forces. These findings-and the tentative countrywide mortality
projections they support-have immediately translatable policy implications for
those charged with managing the aftermath of invasion.

THE DEATH OF Jan Nowak-Jezioranski, a Polish World War II hero who became a Western Cold War hero,
marks the end of an era. Mr. Nowak-Jezioranski, who died Thursday night at age 91, was also known as
the "courier from Warsaw," the man whose extraordinary journeys between wartime London and
occupied Poland sound now like episodes from spy novels. It was he who informed the Allies of the
Polish underground's resistance to the Nazis, and he who told the world of the Warsaw ghetto uprising
in 1943. Later, he took part in the Warsaw uprising against the Germans, which resulted in the deaths
of 150,000 of his fellow Poles and the destruction of his city.

But if Mr. Nowak-Jezioranski is a hero of the past, he is also worth remembering in the present. After
the war, he became the head of the Polish section of Radio Free Europe, diligently organizing anti-
Communist broadcasts for two decades. Indeed, his dogged, long-term and ultimately successful
dedication to democracy could almost be a model for those who wish to spread democracy now.
Instead of seeking quick solutions, he shaped the perceptions of his compatriots by providing reliable
information and a forum for debate, preparing them for democracy when it finally came. Instead of
playing politics in Washington, where he lived for most of the last 29 years of his life, he advised
successive administrations on how they could best help first dissident Polish democrats and later newly
democratic Poland itself. In his last article for The Post in 2002, he wrote a Fourth of July thank-you
note to the United States for its support of freedom in his native Poland during his nine decades.
Perhaps it is we who should have thanked him for showing us the right way to support freedom, in his
country and around the world.

Fifty days prior to the start of the 2004 Athens Olympic Games, the security
preparation against possible terrorist attacks is taking shape, as is the
growing involvement of Israel's defense establishment in the huge operation.

Maariv has learnt that Israel is a major partner in the international
security operation, together with Greece, the US European Command and the
NATO Southern Command.

The contact between Israel and Greece began a year ago when delegates from
the IDF, ISA and Israel Police offered their assistance to Athens, which
included mainly advice on safe guarding mass events from terrorist attacks.

As the games are nearing, so to does the level of security coordination. A
senior Israeli officer will be stationed in NATO’s Southern Command war room
in Naples Italy. The aim of the plan, which has yet to be finally approved,
is to receive Israeli assistance in case of an attack in Greece or the
Mediterranean.

Due to the geographical location of Greece, it is possible that it would need
all the help it can get, especially from the Israeli Navy, to handle
suspicious ships.

Senior defense officials said last (Wednesday) night, “We are always willing
to assist in the war on terror. Countries across the world appreciate both
are willingness and our expertise”.

In addition to assisting the Greek government, the defense establishment is
putting an emphasis on the safe guarding of the Israeli Olympic team, due to
severe terror threats against it. The Israeli security team will be the
largest Israel has ever deployed to the Olympics.

Israeli Prime Minister Ariel Sharon, smarting from a big defeat for himself and
President Bush in the May 2 referendum in which his own Likud Party voted down
Sharon's proposed Gaza "disengagement plan," is now planning a military action
against Syria and possibly other Arab targets, as a means of saving his badly
weakened position. Sharon is not only reeling from the "unexpected" defeat in
the party referendum, according to Israeli sources, but, with his credibility
frayed, Sharon now fears that the Israeli Attorney General will be encouraged
to indict him on corruption and theft charges stemming from the financing of
Sharon's last election campaign.

Israeli intelligence sources have warned this news service that Sharon is
preparing a pretext for a military attack on Syria, possibly based on claims
that Syria is helping funnel arms and Hezbollah fighters into the Gaza Strip to
facilitate terrorist attacks on Israeli settlers and soldiers.

On May 5, Israeli Defense Force jets bombed targets in southern Lebanon,
claiming that they had to take out anti-aircraft batteries manned by the
Hezbollah militia. These actions lent further credence to the Israeli sources'
reports of a war drive by Sharon. According to the Israeli daily newspaper
Ha'aretz, the Israeli bombing raids occurred after Israeli Air Force jets had
repeatedly violated Lebanese air space until they drew anti-aircraft fire.
United Nations Secretary General Kofi Annan's emissary to southern Lebanon,
Staffan de Mistura, charged that there had been "numerous Israeli air
violations of the Blue Line and of Lebanese air space," and called for the
overflights to stop.

U.S. intelligence sources had told EIR that they expect Israeli assassination
attempts against Hamas leaders living in Syria, as part of the Israeli
provocations. Indeed, on May 3, the Jerusalem Post reported that Syrian
authorities had arrested five Mossad agents, who had entered the country in a
plot to assassinate Hamas leader Khaled Meshal. The assassination was to have
taken place, according to the news account, at a memorial service in honor of
Hamas spiritual leader Sheikh Ahmed Yassin, who was assassinated earlier this
year in an Israeli Defense Force attack in the Gaza Strip. Neither Israeli nor
Syrian authorities would confirm the arrests or the foiled assassination plot.

According to a member of the General Staff, it is a measure of
precaution in the event of an attack against the country.
The Iran seems to be preparing for the possibility of an attack
against its territory.General Mir Faisal Bagherzadeh, a member of
the General Staff of the Iranian armed forces, announced that his
country had indeed planned to dig graves 320,000 in its border
provinces for "enemy soldiers", where the country would be
attacked. "Under the Geneva Convention (…) on situations of war and
armed conflict, the necessary measures have been taken to bury the
enemy soldiers (…) and it was planned to dig between 15,000 and
20,000 graves in each province border (…) totalling 320,000
graves, "explained General Bagherzadeh. He added that in case of
necessity, "common graves" would be provided.

The Iranian general said he "had to reduce the pain of the families
of soldiers killed in the case of any aggression against our country
(…) and to prevent the repetition of the long and bitter experience
of the Vietnam War."

Israel "within range missile"

The statement comes as U.S. officials have always maintained that
all options were on the table for stopping Iran's nuclear program
and that Israeli officials have raised the possibility of an attack
against nuclear installations in the country. As the former head of
Mossad (Israeli secret service), Shavtaï Shavit, said that Israel
had a year to destroy Iran's nuclear facilities, otherwise it might
be the target of an attack on the atomic weapon from Iran, in an
interview with the Sunday Telegraph. "The worst scenario is that
Tehran has nuclear weapons in about a year. The time remaining to
cope with ever-decreasing, "he said.

In Iran, the head of the Revolutionary Guards, General Mohammad Ali
Jafari, launched Saturday a warning to Israel, stressing that in
case of aggression, the Jewish state was "within range missiles of
the Republic Islamic ".

Iran and the West opposed to the nuclear program of the Islamic
Republic. The USA and Israel, among others, accuse Tehran of seeking
to acquire nuclear weapons under cover of civilian programme, which
the latter denies.

We are used to seeing images of horrors from the Iraqi capital. For most
Londoners and Britons, those images are nothing more than a remote call from a
foreign country. Somehow, most of us have managed to forget that it is
basically our government who is responsible for the continued horror in Iraq.

Today's images of horror are coming from London, seemingly, Baghdad and London
appear to share a very similar fate.

I am sitting in my front room watching BBC 24 learning that the metropolitan
police and the emergency services are operating according to a plan. Clearly
they all anticipated such an attack. A government that is fully engaged in some
criminal colonialist activity better prepare its voters for the outcome of its
policies. A minute ago I heard Tony Blair telling the nation that 'our'
determination to defend 'our values' of life is greater than 'their'
determination to cause death and destruction. I ask myself, what values is he
referring to? Surely the continuation of the robbery of Arab oil is a major
value for Blair but it isn't my value. Tony Blair, a man who initiated a war
without UN backing, a man with blood on his hands wants us to believe that he
is really concerned about African poverty and climate changes.

Whether we like it or not, we must admit that Terror is a message and we better
learn to listen to it attentively:

First, it tells us that we are as vulnerable as anyone else.

Second , it tells us that we may have to let other people live their life
according to their values and beliefs.

Third, it tells us that we must never again give our votes to war criminals.

More than anything else it tells us that we have a moral duty. It is down to us
to stop our governments. It is our duty to stand up and to demand the
resignation of Blair who is responsible for the death of so many Iraqis and
arguably now many Innocent Britons. We must remember that voting in a non-
ethical politician makes us all into active shareholders in a criminal company.

We know already that both in America and Israel the consequences of terror led
the general public towards an endorsement of right wing zealously. I do hope
that the British people will follow the Spanish public's reaction. Warmongers
and militant aggressors must be ousted from our political climate. Only then
peace will prevail.

hours prior to the attack. I am confident that Israel knew
the Liberty could intercept radio messages from all parties
and potential parties to the ongoing war, then in its fourth
day, and that Israel was preparing to seize the Golan
Heights from Syria despite President Johnson's known
opposition to such a move. I think they realized that if we
learned in advance of their plan, there would be a
tremendous amount of negotiating between Tel Aviv and
Washington.

AMERICAN NATION OF ISLAM AGAINST WAR IN IRAQ

The leader of the US organization Nation of Islam, Louis Farakhan has
criticized US Middle East policy. Farakhan called the US President to leave
alone Yasser Arafat and warned that a strike against Iraq would be an attack
against God. Recently Farakhan returned to the US after his peace mission
over Africa and the Middle East.

According to Iraqi information agencies, during his visit to Baghdad, the
leader of Nation of Islam said that US Muslims were praying for the victory
of Iraq over the United States. After having returned to the US, Farakhan at
once denied that reports. He said that somebody tried to slander him in the
atmosphere of US patriotism. He said that he preyed only for the victory of
peace.

Louis Farakhan brought bad news to the US President from the Middle East.
After the US administration statements about necessity to dismiss Arafat,
Palestinians started more resolutely support his leader, Farakhan said. While
the Paletinians anger grew. Farakhan supposes that US interests will suffer
if the United States are not able to use levers they posses to establish
peace.

Farakhan supports full withdraw of Israeli troops from Palestinian
territories. He called the US and the UN to taking under their control
creation of Palestinian State. As for the terrorist acts committed by
Palestinians against Israelis, the leader of Nation of Islam said that acts
were caused by bad conditions in which Palestinians live. “They have no
alternative,” – Farakhan states. According to Washington Times, within recent
ten years, Farakhan several times visited Iraq.

The Muslim leader is sure that military strike on Iraq would excite a tide of
hatred towards America and provoke a people’s revolt. Farkhan opposes
sanctions against Iraq, which the UN does not intend to abolish till its
military inspectors can enter the country. Louis Farakhan said that he was
ready to prepare a special report for Colin Powel about visiting Iraq,
through which he intended to call the White House to refraining from
delivering strike against Yasser Arafat. Though, will the US administration
listen no this call?

Q - Do you have any comments on the article in Newsweek reporting that US troops
in Iraq have discovered Franco-German missiles?

Like several other western states, including the US by the way, France exported
weapons to Iraq in the 1970s and 1980s: Roland 1 missiles and firing systems in
1980-81, Roland 2 missiles and firing systems in 1983-86. All deliveries,
including spare parts, were broken off in the summer of 1990. France has
strictly observed the embargo on weapons since then.

We confirm in particular that there was no export of Roland missiles or parts to
Iraq after 1990. The marking cited by Newsweek (05/11 KND 2002) does not
correspond to markings used by the French MBDA company on these missiles.

Roland 1 and 2 went out of production in 1988 and 1993 respectively. So it’s
impossible for a Roland 2 to have been manufactured in 2002.

With that stated, the Iraqis did have significant quantities of parts and could
have cannibalized firing units and put new markings on them. So it’s possible
the Roland missiles are still operational.

Need I add that we gave the US authorities full information about our exports
prior to 1991 in preparation for the Gulf War in which France took part.

As for the allegation about the discovery of a burnt-out Roland firing unit, two
things should be borne in mind:

- one, no Roland 3 missile or firing unit was ever exported to Iraq. There have
been very few exports of this type of missile and those that were exported were
coupled with a strict clause barring re-export.

- also, to my knowledge, the Roland 2 and Roland 3 firing units are practically
identical, differing only in software. Being able to distinguish a burnt-out
unit is quite a feat, and we would like to check it.

In general if the US authorities have elements leading them to questions about
possible embargo violations by French persons or companies, we would like to be
informed so as to make the necessary checks and where necessary punish such
violations.

But at this stage the insinuations in the article you referred definitely don’t
seem to be based on reliable indicators.

Seven Russian Soldiers Killed

Seven Russian soldiers and two local police officers were killed in rebel
Chechnya today, an official in the Kremlin-backed Chechen administration said.

Five of the soldiers died in rebel attacks on Russian military positions. Two
Russian sappers were killed when a mine exploded as they were searching for
explosives near the village of Chechen-Aul, the official said.

Two policemen were killed by automatic weapons fire from a passing car.

Russian air and artillery strikes targeted suspected rebel positions in several
sectors of Chechnya.

Much of the current war in Chechnya – now in its fifth year – has deteriorated
into the pattern of violent stalemate. It is the region’s second conflict in a
decade.

FOUR FEDERAL SOLDIERS KILLED IN CHECHNYA

GROZNY, June 4 (RIA Novosti) - Bandits attacked a Russian Defense Ministry
convoy in Chechnya's Itum-Kale district the other day, killing four soldiers
and wounding five more. This was disclosed to RIA Novosti here today by a
source at the headquarters of the North Caucasian combined-army group.
In his words, the thugs fired rocket launchers and assault rifles at a 12-truck
headquarters-company convoy in the evening of June 3.

Four contract soldiers, were killed as a result; another five, including one
senior officer, were injured in the attack, RIA Novosti's interlocutor added.

Following are extracts from a reported statement by Osama bin Laden praising
last week's anti-Western attacks in Kuwait and Yemen.

"America is now preparing a new stage in its crusade against the Islamic
world, this time against the Muslim Iraqi people, to divide and rupture the
[Muslim] nation.

"America failed to kill or capture any of the Taliban or al-Qa'ida leadership
or other mujahedin leadership. America failed to deliver its promise of
uniting Afghanistan and forming a unified army to end control of militias.

"Regarding human rights, the best example given by the American campaign was
burning hundreds of shackled prisoners in Mazar-i-Sharif ... and killing
thousands of prisoners in death containers.

"The invading forces in Afghanistan have started to drown in the Afghan mire.
It is odd that these crusader troops came to protect the regime in Kabul from
jihad fighters and now need to be defended by the regime.

"The US occupation of Afghanistan will not have a better ending than that of
the Soviet occupation, with God's will. America sees this and seeks to draw
attention away from that failure by sounding the drums of war against Iraq.

"We shall not rest or retire. The mujahedin, with the grace of God, are
keeping their vow to God to fight for his sake and to liberate the nation.

"Ye nation of Islam ... whether this whole nation is targeted, without
distinguishing between allies or foes, is no longer an issue. The issue now
is, how do we face this flagrant aggression?

"If we want God to grant us victory ... we should arm ourselves with several
tools, including a return to God through repentance, honest work and true
intentions, [and] to unite under God. If it is true that conflict and
differences are the main reasons for failure ... it is true that unity,
consensus and faith are the key to victory and the gate to domination."

ABOARD "ISLAND TRADER" - For Captain Valeri and his crew, the Israeli
boarding party was a muscle-bound introduction to security precautions that
may soon be common in all of the world's seaports.

First to clamber up to "Island Trader" as it neared Haifa port on Thursday
were five Uzi-wielding naval commandos. Then came customs and immigration
agents, followed by a military sapper who hoisted his bomb-sniffer Labrador
aboard in a sling.

"It is not a big surprise," said the Ukrainian skipper, clutching a cargo
manifest and a neat stack of the 10 crewmen's passports on the tanker
deck. "We've been preparing for this sort of thing, as required by ISPS."

The International Ship and Port Facility Security code, a slew of anti-terror
regulations that Washington pushed through the United Nations in the wake of
September 11, 2001, for fear of al Qaeda sea attacks, goes into effect
globally next month.

Analysts say ISPS is partly modeled on the Jewish state's maritime security,
considered the tightest in the world, and Israeli consultants are much in
demand as countries move to implement it by July 1.

It requires the training of on-board ship and company security officers,
emergency procedures to deal with a terror attack, and a raft of security
upgrade measures in ports and coastal terminals.

But ISPS non-compliance is still rife, analysts say, especially among cash-
strapped Third World countries. Weighed against budget constraints is the
fact that, under ISPS, ships that are not certified can be held up at sea or
turned away.

"A day's hold-up would cost tens of thousands of dollars, depending on vessel
type," said David Osler of Lloyd's List.

The Cypriot-registered Island Trader was cleared to enter Haifa and load oil
after 63 minutes, although the customs agents did net 24 cartons of
undeclared cigarettes in hand. Valeri was fined e400 for the infraction.

Wary of seaborne Arab guerrilla raids and attempts to smuggle arms to
Palestinian militants in the occupied Gaza Strip, Israel has for decades kept
a close eye on its coast, which handles 35 million tons of international
trade a year.

An Israeli naval commander said incoming vessels were vetted by radio contact
while at their port of origin

Call to double troop numbers in Afghanistan

Nato's credibility in Afghanistan could be jeopardised if it fails to provide
more troops and military capabilities, Lord Robertson, the secretary general,
will today tell the alliance's defence ministers.

The warning coincides with a rise in violence throughout the country as the
alliance remains unwilling to boost the existing 5,500-strong Nato-led
International Security Assistance Force (Isaf) and move outside the capital,
Kabul.

At stake is not only Nato's credibility in providing security. "It is about
the international community's pledge to bring stability to Afghanistan and
prepare for next year's elections," said Francesc Vendrell, European Union
envoy to Afghanistan.

Lord Robertson faces a struggle in obtaining more troops and capabilities.
Isaf has three helicopters, lacks spare parts and needs more heavy air
transport carriers.

Belgium has refused to send helicopters it promised for cost reasons. Greece
has also withdrawn its offer, saying it needs the capabilities for providing
security at next year's Olympic Games.

Turkey is holding back while Britain, with heavy commitments already in Iraq,
is overstretched. "Yet we need to double the number of troops if we are to
improve security outside Kabul," Mr Vendrell said.

Over the past 10 months, 12 aid workers have been killed by warlords, while
there has been a huge increase in poppy cultivation - more than 30 times
higher than when the Taliban regime was ousted by the US in late 2001.

The White House Office of National Drug Control Policy said last week the
area of poppy cultivation jumped this year to 61,000 hectares, compared with
30,700 hectares last year and 1,685 hectares in 2001. Mr Vendrell said
laboratories for producing heroin shut by the Taliban were being set up again
in northern Afghanistan, providing the war lords with cash and weapons.

But for George W. Bush’s illegal and misguided war on Iraq, Sergio Vieira de
Mello, the United Nations High Commissioner for Human Rights, would be alive
today. Mr. de Mello devoted most of his life to the U.N.’s mission to protect
human rights and achieve international peace and security. He served in some
of the toughest trouble spots in the world, including Lebanon, East Timor,
Yugoslavia, Peru, Bangladesh, Cyprus, Sudan, Cambodia and Mozambique.

Sergio Vieira de Mello went to Iraq at the request of U.N. Secretary General
Kofi Annan for a four-month humanitarian commitment. One month short of his
return to Geneva, Mr. de Mello was buried alive in rubble from a suicide
truck bomber who targeted the United Nations in Baghdad.

Ignoring the pleas of millions of people around the world and most of the
United Nations members, Bush had persisted in his march to war. Contrary to
Bush’s assertions, Saddam Hussein never posed an imminent threat to the
United States. Until Bush unleashed “almost biblical” firepower on Iraq, al
Qaeda was not operating there. Yet since the U.S./U.K. became the occupying
power, Iraq has become fertile ground for outside jihadis.

Many Saudi Arabian Islamists have crossed the border into Iraq to prepare for
a holy war against the U.S./U.K. forces, according to The Financial Times.
The Arab satellite television channel al-Arabiya broadcast a statement
purportedly from al Qaeda, which urged Muslims around the world to travel to
Iraq to fight the U.S. occupation, and claimed that recent attacks on U.S.
forces had been carried out by jihadis.

The blast that killed Mr. de Mello and 19 others, and wounded more than 100
in the U.N. compound in Baghdad Tuesday, was likely the handiwork of the same
forces that bombed the Jordanian embassy in Baghdad 12 days before, killing
11 people. Osama bin Laden has long decried the United States’ role in the
first Gulf War, the punishing sanctions against the people of Iraq, and the
United Nations for “supporting the oppressive, tyrannical and arrogant
America [in Afghanistan] against those oppressed who have emerged from a
ferocious war at the hands of the Soviet Union.”

In the twisted minds of the terrorists who likely executed the worst attack
on a U.N. civilian operation in its 58-year history, the United States and
the United Nations are linked. Yet Bush’s new doctrine of “preemptive war” is
a clear violation of the U.N. Charter. And in spite of intense pressure by
Bush, including threats and bribes, the members of the Security Council
refused to hand him a resolution sanctioning his war on Iraq. Bush accused
the United Nations of becoming “irrelevant.”

When he was sent to Baghdad, it was Sergio de Mello’s dream “to assist the
Iraqi people and those responsible for the administration of this land to
achieve … freedom, the possibility of managing their own destiny and
determining their own future.” He empathized with the Iraqi people who
resented the foreign occupiers. “It is traumatic,” he said. “It must be one
of the most humiliating periods in their history. Who would like to see their
country occupied?” He wanted “to make sure that the interests of the Iraqi
people come first” as they rebuild their country.

Sergio de Mello’s death is an unspeakable tragedy for the cause of world
peace. “I can think of no one we could less afford to spare,” observed Kofi
Annan. And Salim Lone, Mr. de Mello’s spokesman in Baghdad, said, “He was a
wonderful guy. He was the U.N. in a way.” Mr. Lone added, “I grieve most of
all for the people of Iraq because he was really the man who could have
helped bring about an end to the occupation. An end to the trauma the people
of Iraq have suffered for so long.”

We must emerge from this tragedy by redoubling our support for the United
Nations. As Iraqis, Americans, and many from other countries continue to die
in Iraq, Bush must relinquish control of Iraq to the United Nations. It is
the arrogance of occupation that creates roiling hatred against the occupier.
Mr. de Mello was confident that Iraqis distinguished between the U.N. and the
foreign occupiers. The end of the occupation would empower the people of Iraq
to take control of their own destiny. Then Sergio Vieira de Mello will not
have died in vain.

No limits to hypocrisy

"Mountainous ingratitude" ran the headline on the front page of one of the
London tabloids a few days ago. The reference was, of course, to the policy
of France and Germany, and some of their other European hangers-on, of
obstructing American attempts to prevent Saddam Hussein from possessing non-
conventional weapons.

Three times during the 20th century, the United States came to the aid of
Europe - in World War I, when the kaiser's armies were bleeding France to
death; during World War II, when Hitler's hordes were overrunning Europe and
U.S. armed forces saved the day; and again, during the long years of the
Cold War, when the Soviet threat hung over Europe, it was American power
that kept them at bay until, finally, the Soviet Empire collapsed.

But gratitude does not seem to be a component of European foreign policy,
while hypocrisy certainly is. Nothing has changed in recent years.

On April 1, 1990, Saddam Hussein, speaking in Baghdad, announced that he
possessed binary chemical weapons and "by God, we will make the fire eat up
half of Israel if it tries to do anything against Iraq." Coming from a man
who had already made massive use of chemical weapons in his war against
Iran, as well as against the Iraqi Kurdish village of Halabja, this threat
against Israel should certainly have aroused concern among the nations of
Europe.

However, there was no reaction. The French were too busy making money
selling modern weapons to Iraq to be bothered. Their outrageous policy of
arming the Iraqi dictator followed the sale of the Osirak nuclear reactor,
in the wake of negotiations personally conducted by Jacques Chirac, France's
prime minister at the time. Fortunately for all, this reactor, which Saddam
Hussein intended to use for his nuclear weapons program, was destroyed by
the Israel Air Force in 1981 before becoming operational.

Furthermore, Israelis have yet to forget the arms embargo France slapped on
Israel on the eve of the Six-Day War that stopped the supply of spare parts
for equipment France had sold to Israel.

Is it any wonder that with Chirac as president of France, French policy
continues in its traditional hypocritical fashion? Claiming to be concerned
about world peace and avoiding casualties, the French are doing their level
best to obstruct President Bush's plans to bring about the elimination of
Iraq's weapons of mass destruction. This time, Chirac, allied with his
German neighbor, Gerhard Schroeder, is posing as leader of the European
nations battling against the "aggressive plans" of the American superpower.
They know full well that should they be successful in preventing an American
military operation against Iraq, and if, as a result, the world in the
future will be threatened by Saddam Hussein with the use of weapons of mass
destruction, they will be able to rely on American protection.

Give the devil his due. The French and their European allies are certainly
consistent in pursuing hypocrisy on every occasion. At the UN, they outdo
themselves all the time. Every anti-Israel motion gets their support. When
Syria, a terrorist state, is nominated to be a member of the Security
Council, they don't object. When the Libyan representative is nominated to
chair the UN Committee on Human Rights, they don't protest. They miss no
opportunity to bash Israel and to support Arafat and the Palestinian
terrorists.

The record for hypocrisy is held by Belgium. This is a country with a ruler,
King Leopold II, who is known for his reign of terror in the African Congo,
and whose greed became world-famous as he enriched himself personally from
the Congo's natural resources. During World War II, King Leopold III
ignominiously surrendered unconditionally to the invading German army in May
1940. Belgian colonial misrule in Rwanda set the stage for the subsequent
massacre of the Tutsi people. It is the leaders of this country who
invariably try to take the lead in any anti-Israel propaganda ploy. Their
latest escapade are the legal proceedings in Belgian courts in preparation
for leveling accusations against Israel's prime minister. It will end up
being another sorry chapter in Belgium's inglorious history.
